To the pedestrians, it didn't feel like stepping into the street; it was a safe, convenient place to stand outside of the row of parked cars where they could watch for cabs, busses, or oncoming traffic. The biker/pedestrian accident rate sky-rocketed, and the dividers got taken down very quickly. On the other hand, this is 25 years later and another city, so maybe it would work better here.
