They tried this in Manhattan when I was a bicycle messenger there.  It
drove me and every other biker crazy, because pedestrians waiting for
cabs, busses, or waiting to cross the street would step into the bike
lane and we'd have no way to swerve around them.  To the pedestrians,
it didn't feel like stepping into the street; it was a safe,
convenient place to stand outside of the row of parked cars where they
could watch for cabs, busses, or oncoming traffic.

The biker/pedestrian accident rate sky-rocketed, and the dividers got
taken down very quickly.

On the other hand, this is 25 years later and another city, so maybe
it would work better here.  We have less pedestrian traffic than
Manhattan, for one thing.
