"They attributed the danger to pedestrians as ignorance of the law and lack of courtesy." When I walk across that intersection, every day, I swear the threat of danger is not me! I mean, I stop, look both ways, look both ways again, then start, and . . . Oh no! Run! That car isn't stopping! . . . Okay, maybe it is the ignorance of the pedestrians!
