Your assessment that the dogs are causing the dust and lack of grass
growth in the bowl is not accurate. In fact, most of the dog activity
takes place in the northern end of the bowl, which is quite green, while
most of the dust and lack of grass growth is in the middle, which is not
where most dog owners gravitate.
I think the cause is due to:
a) lack of adequate draining of the bowl, reducing strong growth
of grass
b) continued and constant use of the bowl by all persons,
including dog owners
The dogs are not causing the bowl to whither. It is caused by the
extensive use of the park by park patrons.
