I have been in University City for over 17 years and the bowl in Clark Park has never been anything but a mud pit/dust bowl. From what I understand, due to drainage issues, it will never become anything but that (it is after all the bottom of a pond).
As far as charging dog owners to use the park. I have never heard anything so ridiculous. The charge for beach use at the Jersey shore is FOR ALL USERS of the beach, not just a select group. Ostensibly, the money is used to keep the beaches clean. Personally, the trash I see in the park is more often than not human generated. I don't see too many dogs throwing candy wrappers, beer bottles, plastic bags etc. on the ground. A charge for Clark Park? I think we already pay it (at least those of us who work) in the form of the nation's highest municipal wage tax. As far as dogs off leash, I keep my dog on a leash because I care about its safety. If I were a cat owner, I would do the same.
