The maps at the website (http://www.facilities.upenn.edu/whatsNew/construction/38th.php3) do not dispel the confusion.
It appears as though people coming to UC from the University exit of the expressway ought either to make a right turn after going under the railway trestle onto Convention Center Drive, or avoid this altogether and make a left onto Grays' Ave then come up 46th Street (the first possible right turn after crossing the Gray's Avenue bridge).
Going the other way -- to get onto the expressway east it looks like the Walnut Street on-ramp is best (go east on Chestnut then take a right after the Post Office annex). To go on the expressway west, either go on Spruce Street and use the ramp at the South St bridge, or go up Powelton to where it ends at 33rd (?) St, follow this to Spring Garden, turn right, and get on from the ramp at the Spring Garden St bridge.
Any other suggestions?
