There was a time, says City Councilwoman Jannie L. Blackwell, when she
used to sit quietly at the back of the room while her husband, Lucien E.
Blackwell, held court among Philadelphia's top political figures.

It was in the late 1970s and early 1980s, and nobody paid much mind to
her. She was just the wife of a politician, helping out her man.

But the days of working in obscurity have paid off for Jannie Blackwell.
These days, she is calling the shots, having emerged in all but title as
the leader of City Council, presiding over the 17-member body's most
powerful committees and leading a majority group of Council members who
have aligned with Mayor Street.

"She seems to be involved in the whole damn city when her area is West
Philly," said Walter Mosetter, a University City resident and businessman
who ran a write-in campaign against Blackwell in October.
