Penn used eminent domain quite effectively a few decades ago when they rebuilt 
"Hamilton village" aka Super Block and the Sciences Center Blvd on Market 
Str.  The neighborhoods which were displaced back then were actually 
occupied.  I would assume that the city could do the same - and probably 
faster too.
