Penn used eminent domain quite effectively a few decades ago when they rebuilt "Hamilton village" aka Super Block and the Sciences Center Blvd on Market Str. The neighborhoods which were displaced back then were actually occupied.
penn continues to displace quite effectively now. it just looks different. for instance, how many community groups are there presently which do not have ucd on their agenda or boards?
