Now you understand why Mayor Street has been fighting so hard to regain control of the Parking Authority from the State Government which "repossessed" it two years ago.

Not only is it a MASSIVE source of patronage jobs (the real reason the state took it over), but it also generates huge amounts of cash. The cash doesn't make a big dent in the state budget, but it does make a significant one in the City's. Cows are sacred in Philadelphia if they generate enough cash.

The patronage? -- it's not about the "meter readers" on the street, although in many neighborhoods, those are considered "really good jobs" (because they come with full City and State benefits) no matter if you have to sell your soul[vote] to your Ward Leader to get one, but about the "collection" contracts that go to the lawyers who "can't afford to do business in the city," except in Keystone Opportunity Zones where they don't have to pay taxes on their "Partnership Income." (Note: The KOZ tax breaks do NOT apply to secretaries, janitors, security gurads, para-legals, or anyone else who gets paid a salary!)
