Actually, I think that's what will probably happen. When it does, the city will claim 
they didn't know about the problems with dogs in the bowl. However, the city will 
probably be ultimately liable because they are the deepest pocket, and had the means 
to control the problem.

I know from being there at at least one child has hurt themselves in the uncompleted 
section of the playground. I also heard from some of the other parents of a child who 
gashed their head and was taken to CHOP.

Parents are responsible for the safety of their children, and many parents let their 
children either come to the park unsupervised, or let their children play on the 
uncompleted equipment. The latter to me seems like natural selection in action, but 
the City could be held liable for letting the situation exist, and not exercising 
sufficeint oversight.

Bottom Line: We are all affected. Our taxes go up because of liability issues, and our 
kids and neighbors kids get hurt.
