If the absentee ballots are due tomorrow and the office responsible is being ir-responsible, you all might consider reporting this to one of the many organizations that were created to handle just this sort of problem:

  1-800-PA-VOTE9 (728-6839)
  1-866-MyVote1
  1-866-our-vote (for serious problems)

Also http://www.moveonpac.org supposedly has a problem for online but I couldn't find it.
