Well, we've lived here for 4 years now.  Did live in CC before that (for about 20 years).  I have to say, I am continually surprised (and shocked) that people here just let their cats and in some cases dogs just run the streets, don't get them "fixed" which adds to the number of strays.  Very sad, and to me not responsible pet ownership.  Added to that there always seems to be a big increase in cats roaming the neighborhood when students leave every year.  Are they just abandoning that cat because their parents don't want the cat at home, figuring the cat can take care of itself and they'll just get another kitten when the next term starts?
 
Yes, there's too many strays in town too, but I never saw pets being let out to wander all day or all night when I lived there.

On Tuesday night, a very friendly tabby kitten (maybe
2 mos. old?) approached me as I exited my car on 49th
near Florence.  At that time (s)he was wearing a blue
collar, so I assumed (s)he was a pet, exchanged
pleasantries, and went on home.

The same cat has shown up nearby the last 3 mornings &
evenings, now without a collar and meowing with more
urgency than before.  He's now more standoff-ish since
my Mastiff puppy noticed him and, typically, came on
way too strong for a cat's taste.

So, I have 2 questions:
1) Does this sound like your cat?  If so, it would be
wise to keep his collar on and keep him inside--he's
not very street-smart yet (Thursday night I had to
stop traffic to retrieve him/her from the middle of
49th St.).

2)As someone who's lived here but 3 mos., is it
typical for local cat owners to let them run free
outside?  I see quite a number of cats around the
hood--many are obviously homeless, but just as many
are clearly pets.  It strikes me as odd that it would
seem like a good idea to let a cat roam free, esp. in
my area adjacent to busy 49th St.  I've seen 2 rogue
dogs as well.  Please enlighten me as to the mores of
cat freedom here.
