They are privately employed but they do have full law enforcement powers.  They 
can issue citations and make arrests.  They are also able to carry firearms on 
Penn's campus.

That branch has been robbed 10 times in eight years.  The police were
supposed to
be a temporary measure in order to beef up security after a January
robbery.  The
security guards Commerce had hired were proving ineffective, so the
police stepped in
