I'd like to second Sue's suggestion. I started
using Cavalier for local service when Bell Atlantic changed my long-distance
carriers every month, and I had to spend hours on the phone to track down
obscure companies and their subsidiaries.
Cavalier was first based in Wilmington, DE, moved
to Richmond, VA and just recently went to Maryland. The rate actually
decreased a couple of dollars to $17.41/month. I've never had any problems with
Cavalier.

2001. We had a continuing billing problem that eventually required
interference from the PA PUC, but that was a couple of years ago. We have had no
problems since.
