A computer like this is fine for someone who wants to go on the Internet principally to have email capability. And a place like the Second Mile Center sells machines of this vintage and capacity in the $25 to $50 range.
 
It's easy to forget that a free email account and a machine to run it on can be a life changing experience for a great many people in our own neighborhood.
