No, that wouldn't have caused a fuss b/c I am sure the target would have just been part of the "element" and therefore not worthy of such a response.  The frenzied response your described is more consistent with the "element" plugging a Little Paris Hilton.  As they say on the Force, no sense in getting all worked up about a victim unless they are a "taxpayer."   Jonathan A.
