If it's the person I think you are talking about I have seen him off and on in the neighborhood with the dog. Never thought of him as suspicious but did get the impression he's a little off.

This evening there was a older African American man (40s or 50s, heavy set, about 5'6" or 5"7") on our street (4600 block of Larchwood) walking with a rotweiller dog, off the leash. This was the second time he was seen lingering on the street and appears to be up to no good (i.e., possibly casing houses). I would suggest that everyone keep a look out for him.

Andy, Sam, perhaps you would be interested in taking some vigilante action
while exercising your Second Amendment "rights"?
