So, this afternoon I got a respone to the email I'd sent to Project
SWEEP (through the "email us!" link on their web page) -- oddly enough,
the reply is from the Department of Streets telling me that I need to
contact Project SWEEP. They also suggested that I call the phone number
that I'd initally started out trying to call (it just rang and rang and
rang).

with their services, here is a brief summary of who they are and how
they
operate.

Sweep is a city-run program created to educate Philadelphia citizens
about
their responsibilities under the Sanitation code.  Sweep enforces the
law
against violators through intensified street patrols by uniformed litter
enforcement officers.  Specially-trained civilian officers meet with
individuals responsible for the operation of businesses and apartment
buildings to review clean-up responsibilities.  In cases of
non-compliance,
Sweep officers will issue warnings and citations to the appropriate
individuals.
