So, this afternoon I got a respone to the email I'd sent to Project SWEEP (through the "email us!" link on their web page) -- oddly enough, the reply is from the Department of Streets telling me that I need to contact Project SWEEP. They also suggested that I call the phone number that I'd initally started out trying to call (it just rang and rang and rang).
