famous PIC, POW and REAP (possession of an instrument of crime, poss of
an offensive weapon and reckless endangerment).
Also note that the PPD info relates to so called carry permits,
which authorize people to carry a handgun on the street. You don't need
a carry permit to purchase or possess a gun legally. While you might be
correct about citizenship restrictions on gun purchasing, this local
info doesn't answer the question.
To me, the big question is why the ethnicity of the shooter was
mentioned at all. In some cases it is relevant, but I didn't catch the
relevance in this story. They might as well ID'ed him as a Christian
law student.

I'm also curious as to whether or not he was legally in posession of

article this morning mentioned that he was arrested for assault,
burglary, and "other charges", but didn't specifically mention weapons
charges.
FWIW, it seems that non-immigrant aliens are not allowed to posess or
purchase weapons in the U.S. but people with green cards, who have lived
