facts: ucd services affect the public. ucd's services are
not limited to those who fund ucd. ucd management is
accountable in part to the state of pennsylvania
based on its 501c3 status.
In the same way that its accountability is delegated to City Council for the
most part. We both know these to be facts and citations aren't necessary. So
you already have what you want, as I said: accountability to public bodies.
If you are not satisfied with what you have, then by definition you want
something more. What is it, and what agency do you want to provide it?
facts: we did not know about the malcolm x park incident
until a student told a newspaper. none of us will
know the outcome except via ucd's internal
investigation. ucd's ongoing performance is currently
evaluated by ucd, not by any agency independent of
ucd.

facts: this incident is over 2 weeks old now and there is no
official statement or reference to it on ucd's
website. meanwhile, some members of one neighborhood
group have heard lewis wendell read a statement at
one of their meetings, and a local newspaper editor
has quoted what may only be a portion of the official
statement.

currently does not include language that describes
when or where its services extend beyond its
boundaries.

and here's a new idea to add to the list of responsibilities:
idea: ucd should remain scrupulously neutral in public
questions/disputes/contests, not taking sides or
even appearing to take sides.
A good precept politically, perhaps, but an impossible for any agency to
carry out operationally in any walk of life. To follow your reasoning
strictly, an adult-literacy program that choose to employ Curriculum A
should refrain from taking any action as long as there were public advocates
of Curriculum B. It would be better, you are in effect proposing, for there
to be no literacy programs at all, than controversial literacy programs.
You have often published as if controversy over public action were the
ultimate sin in public action; that controversy itself constitutes proof the
controversial agent did something wrong. That is incorrect. Public hooraw,
by itself, is morally neutral. Your own actions are controversial, as are
UCD's. So what?
