Well, DON¹T quote, but I was under the impression that City Streets wee the domain of PENNDOT and NOT the Department of Streets.
The Department of Streets I thought was purpose of Sanitation, Trash Collection, Snow Removal and perhaps Emergency repairs. Philly Streets are still considered State Roads.
