That's for sure.
Blaming trolls and netloons for discouraging lurkers is a perennial
complaint in internet groups. I have, however, seen no evidence the
average group with T&N winds up with fewer subscribers than the average
group without T&N.
I prefer a more modest explanation: lurkers are pretty much the same as
posters, except they're listening for a change, not speaking. Maybe
they'll learn something by listening in. Maybe I'll learn something by
the wisdom they harvest from their silence. It's partly the reader's
job, partly the poster's to figure this all out.
On some groups, T&Ns probably do drive normal people away. On others,
they don't. I have no predictions for UC-list.
