Frank, I wasn't very clear in my initial report.
I am very critical of Community Court (city government). It is impossible to tell if these probationers were from Penn or the city, however. I confirmed with Community Court that the students involved with UCD's violation of federal law causing suspension of the program were sent by Penn not the Phila. community court. But the city should be properly screening agencies for its referrals, and I have absolutely no confidence that is being done. I've worked closely with the concept of alternatives to incarceration for non-violent offenders. I'm very critical of the implementation as I've seen it here in Philadelphia. I do look at the system and the individuals passing through from a behavioral healthcare point of view. As for UCD, this program was suspended when the UCD was using this coerced labor inappropriately. We are still waiting for the results of a UCD internal investigation of the matter which led to that suspension. That investigation, had it occurred, might have shown that UCD addressed previous shortcomings with management of this probation program. That would be appropriate before Penn or the city pass these individuals to the control of UCD. As I see it, UCD only recently replaced Mr Fenton with a new director and now this program appears today. I don't think UCD knows what it is doing. I don't think they have a protocol for this program for their new director. And I don't think we will ever get the results of an internal investigation. I hope I was a bit more clear that time than my original post. And I would be happy to share more criticism of how I feel the modern Community Court has evolved.
