Mr. Wendell,

Notices are being placed in West Philadelphia to announce an upcoming public
community meeting.  Please instruct your street cleaning staff, immediately;
not to remove and destroy notices about the February 13, zoning meeting,
scheduled for 42nd and Baltimore. The Spruce Hill Civic Association is
conducting the meeting.

Your funders, Penn Real Estate, Campus Apts, etc. are trying to set a precedent
for constructing commercial skyscrrapers in residential neighborhoods. The
Feb. 13 meeting is the first and only meeting properly announced so that
residents of our West Philadelphia community may speak out and voice their
opinions on establishing this precedent.

Posting announcements is one of the most important media for grassroots
communication in a community. It is an ancient process and has fully replaced
the town crier. Interfering with the important work of the town crier has been
considered treason for centuries. The free exchange of information and notice
is considered so important to the community that it must not be harrassed.

I and others have long been horrified at the Penn/UCD policy to unilaterally
destroy our local community posting network. But, your agenda and process is
not now being debated.

Do not remove these vital notices prior to February 14, 2008.

Sincerely,
Glenn Moyer
