But variances are all about the waiver of regulations, which the
regulations themselves provide for. Variances happen all the time, for
all sorts of reasons. Thus the Zoning Board of Adjustment, which exists
in order to adjust zoning. There are guidelines for the granting of a
variance. There is considerable room for play in them, however.
