I hear you. South of South St., currently it's 34th St or Grays Ferry. Someone explained to me that the only river crossing Penn plans is the Locust St bridge. The other bridges visible, on the one picture Ray posted, are to cross the railroad tracks on the expanded Penn campus.
I've seen two different proposals for completing the river park. I've seen one map with the pedestrian crossing of the river just south of the Grays Ferry bridge and ending on the east bank of the river at Wharton St. (I was told by someone in the bottoms that the abandoned rotating train trestle was to be converted) This would be close to the point you are talking about but would seem to continue to be connected via 47th rather than behind USIP. ( I was told by an FOCP president that kicking out all others for an exclusive fee required soccer league in Clark Park was because white kids won't go to the Rec center at 47th. So I don't know if the parents will go as far as the Grays Ferry bridge to use the river trail) But I saw a different map taking the river trail on the east side much farther south before crossing to Bartram's garden. I don't know if the marina, first planned for 2003, is somehow a deciding factor. Crossing closer to 37th and Wharton, as you say, would be much more convenient for fearless residents of the neighborhoods of West and South West Philly commonly referred to as the University City District. I don't know if anyone is involved or knows the current plan for this "river trail" crossing? The pedestrian river crossings seem like a good idea if they have the money. The river park was planned to go to the Forgotten Bottoms and cross the river to Bartram's garden.
