That's because UCD is Penn, in form and substance. When I came to Penn, I wanted to pursue grant money. Unless things have changed, this is Penn's formula. I think it was a 60% to 40% split but that was in th nineties. Any policy these UCD clowns have, is handed down directly from Penn. I doubt service organizations would ever get that type of administrative cut. Self promotion, consultant fees, Penn lawyers, all need funds while L&I hit lists require staff time.
