All good questions. My respectful question is addressed to
multiple-property owners, since they form a vital component of
University City, with its unusually large -- and essential -- rental
housing proportion.
Are they being troubled by excessive trash ticketing? What's a typical
ratio of hits per property during a year? What is the cost? It's hard
for a homeowner to get a sense of this issue.
Clean streets are appealing, but one doesn't want to see life made
unreasonably hard for ordinary people in the housing business either.

1. How much money does the city */gross/* and /*net*/ from these
tickets?
2. Where does the money go (does the Streets Dept get it, does it
go into the general fund, does it just disappear)?
3. What evidence is there that this program has fulfilled its
purported purpose of cleaner streets?
I don't like paying the fines for highly dubious supposed violations.
But I don't feel strongly enough to devote the time to prepare for and
present testimony. Maybe someone else does.
