Councilwoman Blackwell ran her own workshops on this subject a year ago.
Since she gets to vote on zoning reform and Penn doesn't, I would attend
her zoning workshops first and Penn's zoning workshops second, if I
wanted to make effective input into this public discussion. Doesn't mean
I would avoid Penn's by any means.
