Using civic associations to divide communities (The Penn/Drexel Process) is 
covered in Corporate Community Destruction 101!  The key to the process is that 
leaders of insular civic associations want power over their neighbors.  Divide 
and conquer, back room deals, only work if association leaders are willing to 
betray their communities.   Here is a link from a Philadelphia attorney's 
publication describing the corporate divide and conquer process, "Obtaining 
Zoning Variance For Commercial Use In A Residential Neighborhood."

the Zoning Board. We identified a
local community group which had
