Citizens, I publicly asked the FOCP president twice for the time, date, and location of the next “Clark Park Partnership” meeting. He refused to tell me the time or location, other than somewhere at USP. As Mr. Siano confirmed for our public list, the Clark Park partnership is a secret, backroom, corporate controlled, gang (next CPP meeting is March 18). The sun will never shine on any future plots and schemes over Clark Park!
Control of Clark park and the rights of the public have been privatized! The Department of Recreation is allowed to attend these secret UCD meetings because the Philadelphia and PA taxpayers are continuing to fund the corporate park. Most people now understand the only role for government in a corporate plutocracy; rob from the working classes and give to the wealthy lords! Controlling the civic associations tightens: UCD announced that it will use $3000 each year as walking around money to dangle in front of the civic association leaders in Clark Park! Importantly, the members of SHCA, FOCP, etc, need to understand that their leaders have now completely shut them too, out of any process controlled by UCD. Park users and the general public were shut out of any park deliberations years ago, when Penn first decided to take control of our park. (The members of the civic associations turned their backs on the rights of the public and basked in their illusion of privileged power. Now, it’s the members of the anointed gangs turn to get screwed!) The walking around money reminds me of how the civic association leaders gave UCD the names of three compliant members, when Penn's Fry first set up the UCD board. (They should have refused and publicly exposed Penn/UCD long ago, like I tried!) If the members of any civic association now decided to elect honest leaders for their associations, the walking around money will be cut off as punishment, like Squirrel Hill CA was excluded. The leaders of FOCP/SHCA will continue in the Clark Park partnership as long as Haligan and West serve Penn’s agenda. UCD currently has its horticultural society as “chair” of the partnership and UC Green, etc to represent “the community.” What does this mean? In time, there will be a performance stage built in the bowl and a fence will be erected around that portion of Clark Park. We will immediately see many more private pay to play events in Clark Park fenced in with temporary fences. Clark park will now be a rented space. At the Quality of Life Task force, I stood against applying city legislation that was designed after the first large “Mardi Gras” by the south street bars. This rule will be used to end the free events put on by community volunteers like the Clark Park festival, Woodland Ave Reunion, or Peoplehood parade. Fees to pay the police, insurance, etc will turn all events in Clark Park into pay to play large budget events. This has been the corporate Penn goal for many years! Working class people don’t have rights to libraries, recreation centers, and public parks. Like the sports stadiums, working class people will continue to be taxed to pay for these pleasure centers. Good people don’t mind the fee for park use and the fences, because like a country club, the high fees that will be charged for Clark Park use will keep working class criminals out! This is the society and type of community the anointed wanted. I hope the rest of you wanted this type of society too, and I hope you all have a lot of money!
