Frank, don't you see all the texturing from the projecting masonry and  
shake surfaces? I think it is the Victorian precursor to a "kinetic ambient  
reflection membrane" that creates a "visually dynamic hull for the facades" as 
 they are stroked by the sun and clouds and come to life as pedestrians and 
horse  drawn carriages traverse the landscape. 
 
Are artistes ever "wrong"? Especially when they have a huge budget?
