I'm glad you uncovered the documentation (PHL CART) at the center of the failure. It is vital that you continue your investigation efforts into the destination of the money and real city policies. Seeing the failure is the easy part, but now you get into classified secrets!

The money is going somewhere. And, I suspect, the priorities among the commissioners of the relevant city agencies are not the same as the PHL CART literature describes.

You have uncovered a non-existent program that was intended to help in exactly this situation. This type of failure is very very common, but it is always swept under the rug until the dust settles.

Is the money being misdirected to a different purpose like the water department funnels money allocated for rain water management? Or is it being misdirected to private hands through outside contracts like the kids for cash arrangements in Wilkes Barre? You need to find out before the wagons circle to protect the current arrangements. There is no hope for solving the problem unless you expose the dirty secrets! They will try to pin this policy failure on a single expendable employee as you get closer to the truth.

As you probably know by now, City Kitties has finished trapping inside of the Windermere building as of Saturday morning, due to the increasing danger inside the building. Rocco was the last cat brought out of the building on the 38th day after the fire, by which point he suffered liver damage from starvation. (He is receiving top quality vet care through City Kitties, funded by your generous donations to the Windermere Fire Fund, and should be okay after some TLC). We are still working with Project MEOW to trap around the area, in case any other pets have wandered out of the building.

*City Kitties is now working with Citizens for a No-Kill Philadelphia to make sure that pets are never again left to die, due to the incompetence by and lack of caring from city officials, and WE NEED YOUR HELP.* We have found out quite a bit more information about what the actual failure was- specifically the federally funded organization here in Philly (PHL CART) to rescue animals in exactly this situation was never deployed, and as far as we can tell, has *never* been deployed. Keep in mind that there are an average of 2 fires a day here in Philly, and 60% of all people have pets.... and that PHL CART is actively receiving funding from your tax dollars to rescue pets and is doing *nothing.*

We need people to once again make some calls and write some emails to the people in charge of PHL CART and city officials, and spread the word. This is critical to making sure that there is permanent change.
