"Originally, the Affordable Care Act was going to provide a larger
bounty to cities like Philadelphia. But Republicans in Congress have
helped to oversee a 27 percent reduction in the annual appropriations
allotted to community health centers..."

Along with expansion of medicaid, Democrats loudly claimed an ACA
victory for expanding community health centers described in this report.
The 2700 page health care bill was written by health care corporations.
The democrats insisted that the bill was "a starting point that would
get better in time." Single payer advocates tried to tell people that
this was a lie.
Corporations only write consumer protections into laws with built in
tricks to destroy them over time!!! The damned politicians don't even
read the bills, as Dennis Kucinich has pointed out many times. Setting
them up for "annual appropriations" is a standard trick. With the media
backing, they simply wait a year or two and deny funding. It was one of
those sweet and pretty lies understood by the bipartisan corporate
servants, but they fooled the American people about this like with every
single consumer protection in Romney/Obamacare.
A real health care reform law is the following: MEDICARE WILL BE
EXTENDED TO ALL AMERICANS AT BIRTH.
Here is a good overview of the many catastrophes of a for profit system
of medicine:
"Real reform has to occur in three phases. First, replace our
employment-based, for-profit health insurance system with a single
nonprofit, publicly financed system — everyone in, nobody out. Second,
remove economic incentives from clinical decision-making. Third,
establish firm and effective budgetary limits on all aspects of health
care that apply fairly to everybody. Finally, return the culture of
health care to one of maintaining health and healing illness, and away
from money-driven medicine."
