In this form of privatization the corporations/universities have anointed a tiny group of civic association leaders to be the power/force of the neoliberal agenda locally. Essentially, the FOCP leaders have the same job as the "sheriff of Nottingham"

From my monitoring of the secret permit plots of the past two years, the "friends groups" and "special service districts" like UCD, CCD, etc. will be allowed to sponsor or deny permit holders in the corporate controlled Philadelphia parks, since they are the sole voices representing the so called "community." This is how plutocracy operates.
All activities in Clark park will now need to have permits, sponsored by FOCP/UCD/SHCA, or face arrest. This meeting by Chance, Siano, and West is presumably to reveal the FOCP as the local force . Those Clark Park groups, who agree to obey "the community," will be told where their activities (chess, volleyball, capture the flag, drumming, juggling, tightrope walking, etc.) will be relocated and the details of the new "permit requirements."
When I calculated the park rental fee, for somehting like the Clark Park festival, the rental fee alone was to jump from 0 to $3000. But if the sheriffs of Nottingham sponsored it, the rental costs would be 0, and the corporations or Penn could take care of the million dollar insurance policy, police, etc. (The new picnic permit costs $30 and it looks like chess or volleyball permits will cost $300.)
All of the activities in Clark park, save the FOCP leagues, were always free and open to everyone to participate and were controlled by the local residents involved. Under the new permit scheme, communities will never again be able to develop their culture in a free and locally driven manner. All privledges to use Philadelphia parks will now be determined by the special service districts and those who beg civic association leaders to create upscale leagues for their exclusive use by their gang members.
The implications of the loss of the right to assemble are enormous, not only for restoring a democracy, but also for the healthy wholesome development of culture and community! Please think of these implications! Your children and all future Americans depend on all of us to stand up for the US Constitution and public parks NOW.
You will be told that these permit laws are designed to violate the 14th amendment, and that "good people" will not be adversely effected or brutalized because of a concept called unequal enforcement. "Quality of life laws" like stop and frisk are generally designed with unequal enforcement at their core.
This is the power that Penn and FOCP/SHCA have always wanted. Citizens, this is plutocracy and its police state unfolding before your eyes!
