Ilya is right, this was removed from Ubuntu because it was removed from
Debian. For it to be added back to the archive in Ubuntu, it would need
someone who is interested in the package to step up and volunteer to
look after it really, as there would be no Debian maintenance anymore,
and without effort from somebody who is interested, it would run the
risk of going largely unmaintained (much like it was before).

There are no packages in Lucid needing jikes any more (the recent mmake
sync removes the jikes dependency).

mmake in Karmic currently recommends "jikes | java-compiler", where
java-compiler is a virtual package provided by gcj-4.3, gcj-4.4-jdk,
gcj-jdk, jikes-classpath, openjdk-6-jdk or sun-java6-jdk. So the package
is still installable without jikes, and should function just fine.
Please open a bug against mmake if this is not the case
