I've only used XFCE a couple of times and have never seen the panels
decorated by the window manager in this way before (I've never seen the
panels decorated with a window border on any desktop environment I've
used)
Anyway, the issue is here:
_NET_WM_WINDOW_TYPE(ATOM) = _NET_WM_WINDOW_TYPE_NORMAL
