wine-gecko is in multiverse because it doesn't actually build under
Ubuntu as it requires visual studio; the source package just copies
binaries onto the system.  This is analogous to being in Debian's
"contrib" section (free software with nonfree dependencies).

It would be nice, however, if it could build on Ubuntu natively using
entirely free software (eg linking with winelib), which is why I'm
marking this as a wishlist bug.
