Starting in a clean chroot and installing clamav-milter, I get:

apt-get install clamav-milter
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following extra packages will be installed:
  adduser clamav-base clamav-freshclam cron libclamav6 libltdl7 libmilter1.0.1
libpopt0 libtommath0 logrotate ucf
Suggested packages:
  ecryptfs-utils clamav-docs apparmor daemon exim4 postfix mail-transport-agent
anacron lockfile-progs checksecurity mailx
Recommended packages:
  clamav clamav-daemon

Since recommends are installed by default, for a new install, it would
get installed. I do recall the discussion about this now. The reason
it's not a hard depends is that the clamav-daemon can be on a remote
machine. I'll investigate what we can do about upgrades.

** Also affects: update-manager (Ubuntu)
   Importance: Undecided
       Status: New
