Starting in a clean chroot and installing clamav-milter, I get:
apt-get install clamav-milter

Since recommends are installed by default, for a new install, it would
get installed. I do recall the discussion about this now. The reason
it's not a hard depends is that the clamav-daemon can be on a remote
machine. I'll investigate what we can do about upgrades.
