Done a little more work on this now and I have .ogg files working. Here's a reply for referance.
It looks like toolame is not a "drop in replacment" for lame as suggested.... I've removed toolame and installed lame as per instructions at http://www.debianguide.org/wiki/moin.cgi/CodecsHowTo It then just worked, not need to re-start server. http://www.debian-unofficial.org/packages.html also do a unofficial .deb for lame, I'm sure that would work as well.
