a valid shell is helpful for some things (ie, 'su' to the account in a
script.. though if you add '-s /bin/sh' to the su, it has the same
effect).

As long as the account is 'locked' ('*' or '*LK*' or whatever in
/etc/shadow), the shell doesn't really matter since there is no valid
password.
