Unless you have a slimp3 or sb1 (or are severely bandwidth limited), you shouldn't be converting ogg to mp3: slimserver will (with and SB2/SB3/Softsqueeze, unless you've turned on bandwidth limits) convert to FLAC to send it.
ogg->mp3 would lead to twice the compression artifacts, which would sound more like what you're hearing. Do you have flac installed?
