As your squeeze box can't see the server either I doubt it's an issue with your windows firewall, especially as you can get access via C-C webconfig, PuTTY and WinSCP.
(but check your logs to make sure there's no reports of blocking access to your servers IP) It looks like it's specific to access to port 9000 on your server. Might be worth checking your router to make sure there's no connection rules set messing things up...
