The problem was stupidity on my part.

After experiencing problems running sudo, I recognized the "root" of
the problem.  The root of my filesystem was not readable or executable
by other.  It is embarrassing that I checked all the permissions but
those.

Now everything appears to work fine.  

Thanks again for your help.  Sorry that such a perplexing problem had
such a mundane solution.
