I didn't say it did.... I don't know nor care about what YOUR server runs. There are MANY reasons to require a mail-transport-agent (which in Debian means "/usr/(lib|sbin)/sendmail", not "something that listens to tcp port 25") Dependencies often install unexpected packages.
