There are a few good threads in the DIY section about servers using
mini-itx motherboards. There are a few out there which will support 2
to 4 SATA drives and Chenbro makes a really nice case for this.

I think it would end up costing around 1k with drives in the end but it
should be more than robust for what you need and under 200 watts power
consumption.
