After a fresh install of Ubuntu 8.04 I too could not get SC 7.0 to run. After reading here and seeing that apparmor was likely the issue, I saw that running 7.1 would help to fix the bug.
I uninstalled 7.0 and installed the unstable release 7.1. While installing it stops apparmor automatically then restarts it. 7.1 is working flawlessly on my Ubuntu 8.04 machine. I will likely switch back to the stable release as soon as 7.1 is officially released. Good luck to all.
