The problem is likely to be some sort of system/network config settings since AFAICT this setup works for other users. Since it is not clear whether the problem is mplayer, pipes or your network config - you should first play a stream from a shell prompt using mplayer If that works then you'll need to test mplayer with exact params as used in the conf file. If the mplayer with params work then you'll need to run a test where mplayer pipes into Flac.
