It should be OK (especially after a full uninstall with rpm -e)... I've had similar problem in the past and a server reboot sorted it out. I think I had processes running that required killing and a full shutdown and re-boot ensured everything was cleared out.
Are your plug-ins compatible with SC7.1? (this shouldn't cause SC not to start though...)
