If you will store music on both your PCs, you must have some kind of of file sharing on your network. On your Linux computer you may setup a NFS (network file sharing) server so yoy can share your selected musicfiles/musicfolders with your home network or specific clients on your network. It is easy to install and setup a NFS server on most Linux distros today, I use Linux Mint. On the Linux PC you should use a Linux filesystem (ext2, ext3....).
On your Windows computer running Squeezecenter (SC), you must have a NFS client to access the NFS shares from your Linux computer. Now I think it would be easier if you could have Linux on this computer to (why not?), but it is possible to install NFS clients on Windows have a look here : http://support.microsoft.com/kb/324055. On this PC you must mount the NFS shares from your Linux PC. File system on Windows could be NTFS. Of course your Linux PC must be switched on to get SC access the music.
